yes indeed! I'm in the US. I went to Amazon.co.jp, then chose the "in English" tab; searched on megan whalen turner and selected the titles with the appropriate roman numerals. The shipping/billing wasn't too difficult; my concern was verifying the items in my shopping cart (which was all in Japanese).
Don't believe their call-out saying you get free shipping! I used a currency converter site to figure out approx. what I was paying.
