That's what my sister thinks. That Gen is going to start a tradition of Thieves in Attolia and make Costis the first holder of the title.
When one considers the quotes you just mentioned, it does make sense.
I suppose it's possible that Gen might train a new Thief of Eddis as well, but I could also picture him saying to Helen, "What does that have to do with me? You can find your own Thief."
