A. I have no idea if this is true or not, but I get the feeling that the name of the country doesn't change with the ruler being male or female. I know Eddis matches Eddis and Attolia matches Attolia, but we call Gen (Attolis) the King of Attolia. So I would assume that the name of the country itself is the same regardless of the gender of the sovereign.
B. I guess since it's lifelong and there's not a Gift to steal anymore, maybe that's why no else will/can be Thief while Gen is still alive. This is just speculation, of course.
