I've noticed that pattern in a lot of places - I think that the closer relatives just get skipped over in places. For example, Helen is the ruler of Eddis instead of MoW, Sophos is heir to Sounis instead of his father, and Gen's nephews could become the next thief, but not his brothers (mentioned by Irene in QoA).
