I think the queen is definitely Irene, but the soldier probably isn't Gen. When he wants to know the answer to things, he doesn't typically knock on the front door. I got the impression she killed the soldier because he'd seen her face-- he wanted to meet the person he was fighting for, but after he does he immediately says "I see you now, you are so very young", and "I wont march again on your battlefield". As young and female as she is, she can't interact with people face-to-face and still maintain credibility. It's also possible she's a genuinely cruel child-queen who's destroying the world around her, but it's hard to tell since from the outside that's pretty much what Irene looks like too.
