Sounis and Eddis have (independently?) pledged to Attolis. Sounis first, and required of Eddis for approval of marriage by Attolis. With respect to non-internal matters (only).
I don't recall it being mentioned in CoK about the relationship between Sounis and Eddis with respect to governance of Sounis/Eddis internally. In fact, very little is even alluded to in TaT about the internal matters of Sounis and Eddis.
However, Ornon is now Eugenides' ambassador to Medea, and Ornon is of Eddis, so that would indicate with respect to international/external matters, the 3 countries are unified under the (sole) leadership of Attolis/Eugenedes.
