I agree. I feel pretty certain that Nahuseresh knew exactly what was happening at Hemsha, but perhaps was not supposed to know. Everyone was keeping it a secret and then good ol' Nahuserfish starts blabbing that he wants to be governor there. The emperor was likely furious that they were trying to be stealthy and N. is bringing it to everyone's attention by asking for the governorship of a tiny, unimportant town.
Also, I never thought of the overstepping on both their parts. Good catch, there.
