I don't think Costis could handle it on his own, and I know that Gen likes doing things by himself, instead of ordering other people to do them. Also, Attolia seems very laid-back about letting Eugenides get into dangerous situations; she seems to know that he'll get out of them (mostly) intact.
My theory was actually that Nahuseresh would try to invade Attolia again, but I hadn't taken the fact that Eugenides was learning Mede into account. I thought it was just one of those things that kings are supposed to know.
